If the app doesn't install for some reason, open the settings at the top-left of Split APKS Installer and enable the "Sign APK" option and then try again.

If you have problems with the mod, try using this method, it has actived the process more times than I could recall.

Well don't really know why it doesn't work, retried myself right now the prologue and no notification popped up about the license, here a pic:
